Organisation and Function

ICAR-DWR is headed by the Director, who looks after the management of research and administration of the Directorate. He exercises all the powers as per the delegation of powers issued by ICAR, New Delhi. One Private Secretary assists the Director. Some of the powers delegated to the Director are further re-delegated to various Officers in chain. Accordingly, the Administrative Officer has been delegated the powers of Head of Office. He advises the Head of the Department on all matters of policy and administration. Assistant Administrative Officers (AAO) assists him. The AAO co-ordinate and supervise work of Establishment Section. The AAO is assisted by administrative staff belonging to different categories such as Assistants, Upper Division Clerk, Lower Division Clerk, as per in position staff. The administrative wing is organized into Establishment, Cash & Bills, Estates & Works, Store & Purchase, each headed by an AAO/In-charge. The Assistants/UDC & LDC deal with all kinds of service matters of the Staff and Officers. The Assistant Administrative Officer is also performing the duties of Drawing & Disbursing Officer. For Finance & Accounts, Director is assisted by an Assistant Finance & Accounts Officer and an UDC to deal with the financial and accounting matters of the Directorate. The following additional duties are assigned to the Officers and Staff mentioned below:

Research activities in different disciplines are carried out by the Scientists. There are Technical staffs and Skilled Support Staffs to assist the Scientists. Strength of Officials are given herewith:

iii. The procedure followed in the decision making process, including channels of supervision and accountability The procedure mentioned in the Manual of Office Procedure (MOP), ICAR for decision making is complied with in the ICAR-DWR. Accordingly, Administrative Officer takes action with the help of staff (AAO, Assistant, UDC, LDC & Stenographer Grade.III) working in the different Sections, in accordance with the departmental instructions prescribing the level of final disposal and channel of submission for each category of cases. The Dealing Clerks submit the file to the concerned AAO/Incharge, who in turn submits the file to AO/AF&AO, then the AO/AF&AO submits the file to the Director of the Institute.
iv. The norms set by it for the discharge of its functions Efforts are made to deal with the cases as expeditiously as possible in accordance with the rules, regulations and other instructions issued from time to time. The time schedule for disposing of some of the cases is defined in the relevant rules/instructions

The various Sections/units of the Directorate have the files, documents /records relating to their Sections along with the references and the correspondences.

The particulars of any arrangement that exists for consultation with, or representation by, the members of the public in relation to the formulation of its policy or implementation thereof Technology developed at ICAR – DWR are transferred to the farmers and field demonstration are carried out at the fields of farmers/ progressive farmers (of nearby villages/districts) under some programmes like Mera Gaon Mera Gaurav, Farmers FIRST etc

A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public The Research Advisory Committee (RAC) and Quinquennial Review Team (QRT) of this Directorate are the committees/teams constituted for the purpose of providing advice and guidance for strengthening the programmes. The minutes of these meetings are accessible on request. Committee for Prevention of sexual harassment of women employees of workplace is also there.
